I independently drafted a proposed ordinance to strengthen financial transparency and public accountability in the City of Independence. The proposal would restore public access to detailed line-item budget information and establish a searchable online checkbook showing how City funds are spent, including payments to vendors, departments, and expenditure categories. The ordinance would also require prior-year spending comparisons and clear connections between the City's internal budgeting methods and the financial information available to residents. My objective is straightforward: residents should be able to see where public money goes, how it is spent, and how spending changes from year to year without having to request information that should already be readily accessible. This ordinance is an independently prepared proposal and has not yet been submitted for Council consideration.

**Proposed Ordinance B — Restoring Line-Item Budget Transparency and Public Expenditure Visibility**

I prepared this proposed ordinance because I believe public financial information should be accessible, understandable, and detailed enough for residents to evaluate how their government spends money.

The proposal establishes several requirements:

**Detailed Public Budgets**

The City's adopted annual budget would be published with line-item information organized by fund, department, program or division, and expenditure classification. This would include salaries, overtime, benefits, professional services, contracts, consultants, travel, training, equipment, and capital expenditures.

**Year-to-Year Spending Comparisons**

Published budget information would include prior-year actual expenditures so residents could compare spending over time.

**Public Online Checkbook**

The City would maintain a searchable online checkbook showing payment dates, amounts, vendors or payees, funds, departments, expenditure classifications, and applicable contract or purchase-order references. Residents would be able to search, sort, and export this information.

**Transparency Regardless of Budgeting Method**

The proposal would not prohibit priority-based budgeting or other internal budgeting systems. Instead, it would require the City to maintain publicly accessible line-item information alongside those systems.

A published crosswalk would connect internal budgeting categories to the detailed financial records available to the public.

**Implementation and Accountability**

The proposed ordinance would require implementation during the current budget cycle, subject to narrowly defined legal exceptions. It would also establish a 90-day deadline following adoption for the online checkbook and require annual compliance reporting to Council.

**Current Status**

This is my independently drafted ordinance, retained for further evaluation and potential submission. It has not been introduced, approved, or adopted by the Independence City Council.
