Built an ongoing record of Independence's data-center and power-generation redevelopment decisions, tracing the Nebius/EastGate proposal, Chapter 100 incentives, PILOT revenue, electric-capacity commitments and the earlier Blue Valley/IPL redevelopment history. The work focuses on what was approved, what taxpayers and utility customers were told, what Council knew and when, and how promised long-term revenue compares with the City's infrastructure and power obligations.

This research follows the data-center story backward rather than beginning with the final public announcement. Leigh has traced the Blue Valley/IPL site, United Energy Trading/UET Ventures involvement, option-to-lease history, later Independence Power Partners/Exigent activity, PUAB discussions, Chapter 100 approvals, EastGate/Nebius presentations, PILOT structure and the City's commitment to provide substantial electric capacity.

The work also asks practical Council-level questions: what future net revenue is actually expected after generation, transmission, infrastructure and financing costs; what risks remain with the City or utility; what was known about prospective data-center users before Nebius was publicly identified; and whether any lease, transfer or control of public-utility assets raised Charter questions.
